The Claiborne County Democrat Party met on April 11, 2019, in the small courtroom of the Claiborne County Courthouse. The meeting was called to order by Chair Rodney Fugate at 6:04 PM. The chair welcomed everyone then called fo a moment of silence followed by Pledge to the Flag. The chair then asked for approval of the agenda. A motion was made by Brian Zimprich and a second by Alice Brooks to approve the agenda. The motion carried. Following a reading of the minutes of the last meeting, a motion was made by Brian Zimprich and a second by Kim Reece to approve the minutes read. The motion carried.
The chair then asked the treasurer, Carl Nichols, to report on the current status of the treasury. Nichols rep[orted that he had applied and received a charter from the State of Tennessee approving the Claiborne Democrat Party as a non-profit corporation. He further stated that he has applied for an EIN number. Upon the receipt of that number, he will complete the process at First State Bank in New Tazewell of opening a bank account. He reported that we currently have $200.00 to be deposited at the time the account is opened. The chair then asked for approval of the treasurer’s report A motion was made to approve the treasurer’s report by….?… and a second was made by Brian Zimprich. The motion carried.
The chair then stated that there was some unfinished business that carried over from our Mass Convention from last month. Due to low attendance at the mass convention, we were unable to fill the positions of executive committee members. The chair then asked the secretary, Carl Nichols, to explain the rules of the bylaws of what we were about to do. Nichols reported that the bylaws allow for one male and one female executive committee member from each of the nine coting districts in Claiborne County. These eighteen people plus the officers make up the voting body of this organization henceforth. Nichols then made a motion to suspend the rules of the meeting in order to take volunteers and nominations from the floor who would be interested in filling these positions. A second made by Bill Fannon to suspend the rules. The motion carried.
The chair then took volunteers and nominations from the floor. The following people either volunteered or were nominated. In the first district Christy Brock and Mike Moffitt. In the second district Jenifer Collett and Brian Zimprich. in the third district Kim Reece and Joseph Allen Payne. In the fourth district Chester Gibson. In the fifth district Nancy Hansard. In the sixth district Joe Wolfenbarger. The chair asked for a motion to resume rules. A motion was made by Mike Moffitt and a second by Jenifer Collett. The motion carried. The chair then asked for a motion to accept the slate of nominees for the executive committee. A motion was made to accept the slate of nominees by Bill Fannon and a second by Carlton Vass. The motion carried.
In new business, the chair asked the secretary to lead a discussion of proposed future meetings of the Claiborne County Democrat Party. The secretary provided a hand out with proposed dates and locations of future meetings of the party through March 2020. The proposal was to alternate monthly meetings from North Claiborne County to South Claiborne County at various locations. It was proposed that meetings would be held at 6:00 PM on the second Thursday of each month. Following a brief discussion, a motion was made by Brian Zimprich to accept the meeting proposal as presented. A second was made by Nancy Hansard. The motion carried.
The chair then requested that the secretary lead a discussion on a proposal of fundraisers called “Dining with Democrats.” The secretary provided a handout to show that these fundraisers would be held quarterly on the 3rd Saturday at 6:00 PM during the months of May, August, November, and February. These fundraisers too would rotate between North and South Claiborne County. It was proposed that they are held at Cumberland Gap High School on the north end and Claiborne High School on the south end. It was proposed that we have a guest speaker at each meeting and a caterer to provide food at a cost of $10.00 per head. The admission at the door would be $25.00 per head which would cover the expense of the meeting plus a profit for the organization. The meetings would begin at 6:00 PM and end at 8:00 PM. Following a brief discussion, a motion was made to accept the fundraising proposal as presented by Charles Turner and a second by Nancy Hansard. The motion carried. Present at the meeting was Renee Hoyos, candidate for the US House of Representatives, who graciously accepted our invitation to be our guest speaker at our first fundraiser on May 18, 2019.
The chair then opened the floor to anyone who wished to speak or bring before the executive committee any topic of interest. No one came forth. Therefore, a motion was made by Mike Moffitt to adjourn the meeting and a second was made by Brittny Fugate. The motion carried. The meeting was adjourned at 7:06 PM.

May Monthly Minutes
May 9, 2019
The Claiborne County democrat Party was called to order at 6:04 PM by Chair Rodney Fugate. Followed by a moment of silence, the pledge to the flag was led by Vice-Chair Alice Brooks.
The secretary called the roll. Those executive committee members present were Nancy Hansard, Chester Gibson, Joseph Payne, Jenifer Collett, Mike Moffitt, Carl Nichols, Alice Brooks, and Rodney Fugate.
A motion made by Nancy Hansard to approve the meeting’s agenda. The motion carried.
A motion was made by Alice Brooks to accept and approve the minutes of the last meeting. The motion Carried.
The treasurer, Carl Nichols, reported that we now have an EIN number. He also reported that our bank account is now open and active at First State Financial in New Tazewell. He also reported that we are now incorporated as the Claiborne County Democrat Party, Inc. Currently, we have $281.00 in the bank with a deposit of $350.00 to be made and there are currently no payouts.
Joseph Payne made a motion to approve the Treasurer’s report. The motion carried.
The chair brought before the meeting the resignation of Brett White AKA Brett Chumley. A discussion ensued as the cause of his resignation. Following discussion, a motion to accept his resignation was made by Mike Moffitt. The motion Carried. It was further discussed that according to bylaws there was no need to replace Brett as the male vice-chair being that we have a male chair and one female vice-chair. That satisfies the requirements of the bylaws.
In new business, there was a position open for female executive committee member in district 6. Nancy Hansard nominated Rose Barnett. A vote was taken. Rose Barnett is the new 6th district female committee member.
The chair did a brief discussion by explaining that the officers had met and discussed new changes to our bylaws. These will be further discussed throughout the remainder of this year and presented to the executive committee in the 2020 organizational meeting in March.
The secretary, Carl Nichols, discussed that we were having difficulty finding a location to hold our monthly meetings every other month north of Powell River. A request to hold a meeting at Cumberland Gap High School had not proved to be successful. Also, holding meetings in Tazewell, if they were held at Claiborne High School, would incur a $25.00 fee per hour. Whit Shuford volunteered that if there were no other locations available and we had no other choice but to meet at Claiborne High School he would pay the $25.00 fee for up to six months.
If the future we have a need to use Cumberland Gap High School facilities, Nancy Hansard volunteered to be the contact person.
A brief discussion among those in attendance ensued concerning the possibility of us organizing a regional Democrat Rally at LMU next spring with the possibility of attracting one of the presidential candidates. It was suggested to include the surrounding counties of the Cumberland Gap Region. This was tabled for further discussion at next month’s meeting.
Final announcements: It was announced that our June 13th meeting would be held at Forge Ridge School at 6 PM.
Everyone was reminded of our upcoming fundraiser on May 18th at Claiborne High School at 6 PM. Everyone was encouraged to attend and bring a friend.

June 13, 2019
Forge Ridge School
The Claiborne County Democrat Party was called to order at 6:03 PM by Chair Rodney Fugate. Following a moment of silence, the Pledge to the Flag was led by vice-chair Alice Brooks.
The secretary called the roll. Those executive committee members present were: Alice Brooks, Rodney Fugate, Carl Nichols, Mike Moffitt, Nancy Hansard, Rose Barnett, and Joe Wolfenberger.
A motion was made by Whit Shuford to approve the agenda. the motion was carried.
A motion was made by Nancy Hansard to approve the minutes of the last meeting. The motion was carried.
The treasurer reported that we have a balance of $1359.00 in the bank. a motion was made by Alice brooks to accept the treasurer’s report. The motion carried.
Chair, Rodney Fugate introduced our guest, Lily Fleenor an intern for the Democrat Caucus, who spoke briefly about organizational events in Tennessee.
In unfinished business, nominations were made to fill some empty positions on the executive committee. Those nominated were: Kathy Zimprich to replace Christy Brock in the first district. Sharon Jennings in district 4. Shirley Brown and Shawn Peters in district 7. A motion was made by Nancy Hansard to approve these nominations. A second was made by Mike Moffitt. The motion carried.
In new business, it was discussed that the organization to be represented at the Claiborne County Fair in August by hosting a booth. The fair will be held August 26th to the 31st. The cost of the booth is $100.00. Bill Fannon offered to pay the booth fee. The secretary said that he would have a schedule ready at the next meeting for the people to volunteer times to host the booth.
Also concerning the fair, the committee approved up to $150.00 for the purchase of a handmade quilt to sell chances on in order to raise money at the fair. A motion was made by Whit Shuford to approve this funding. The motion was carried. It was also discussed to participate in the Labor Day event at the Harrogate Park. Whit Shuford volunteered to check into the possibility of acquiring a dunking booth in order to raise money at that event. A motion was made by Whit Shuford and a second from Nancy Hansard to participate in this Labor Day event. The motion carried.
A discussion was started about the possibility of doing a regional Democratic rally at LMU. Carl Nichols said that he would be visiting Lee County Democrat Party’s meeting in June and would ask the organization if they would be willing to participate. Bill Fannon offered to check with Brad Davis at LMU about the possibility of using Tex Turner arena for this rally. A motion was made to adjourn the meeting by Nancy Hansard.

The Claiborne County Democrat Party was called to order at 6:02 PM by Chair Rodney Fugate. Following a moment of silence, the pledge to the Flag was led by Vice-Chair Alice Brooks.
The secretary called the roll. Those executive committee members present were: Alice Brooks, Carl Nichols, Kathy Zimprich, Mike Moffitt, BNrian Zimprich, Chester Gibson, Nancy Hansard, Shirley Brown, and Rodney Fugate. With nine present we had a quorum. A motion was made by Kathy Zimprich to approve the meeting’s agenda. A second by Chester Brown. The motion carried.
The treasurer, Carl Nichols reported we have a bank balance of $1464.00 with no outstanding bills. A motion was made by Kathy Zimprich to approve the treasurer’s report. A second by Shirley Brown. The motion carried.
The chair recognized two guests we had with us. They were Tim Carpenter and Roberta Thacker-Oliver with the Lee County Democrat Party. They attended the meeting to hear more about our proposal to organize a Tri-County Democratic rally in the spring.
In unfinished business, there were no additional nominations for vacant Committee member positions in the 5th, 8th, and 9th districts.

At that meeting, we must decide exactly what we are doing during this event. A motion was made by Nancy Hansard and a second by Brian Zimprich authorizing Rodney, Alice and Carl to attend this meeting and make decisions based upon the information presented. The motion carried. Kathy, Nancy, Alice, and Shirley volunteered to sew some cold neck scarves that could be sold during the Labor Day event.
The chair presented a letter from the Tennesse Democratic Party wanting us to participate in a training session on Saturday, July 13th in Knoxville. We are to choose two individuals that would be involved with the Vote Builder and Website management. Mike Moffitt volunteered to be in charge of Vote Builder and Dennis Spencer volunteered to manage our Website. They will be attending the training session this coming Saturday.
The chair led a discussion concerning the TriState Democrat rally that we would like to organize in the spring of 2020 at LMU Tex Turner Arena. At this point, we really cannot make any forward plans until we have received confirmation from LMU that we can use the arena and at what cost. Brad Davis is checking into this for us. Once we get that information we can decide if we wish to move forward with plans.

The treasurer, Carl Nichols reported that we have a bank balance of $1464.00 with $100.00 outstanding. A motion was made by Joseph Payne and a second by Shirley Brown to approve the treasurer’s report. The Motion carried.
The chair reported that we are asking the state to include us under the state’s liability insurance. This would save us money by not having to purchase individual policies for events.
The county fair is coming up on August 26th thru 31st. We will be hosting a booth at the fair. Volunteers were asked to work the booth. We received all the volunteers needed to fill all the time slots. A quilt has been donated by Patti Russell that we will raffle. The drawing will be held on Saturday evening at 9:00 PM. Also, there will be a 50/50 draw on Saturday night as well at 9:00 PM.
We will be hosting a booth on September 2nd at Harrogate Labor Day event.
Carl Nichols suggested that we spend some money on decorations for our booths, purchase a banner and some signage. A motion was made by Kath Zimprich and a second by Brian Zimprich to give Carl approval to spend what is needed to obtain these supplies. The motion carried.
